José Sá Fernandes (PT)
José Sá Fernandes, Lisbon, April 15, 1958. Graduated in Law from FDL, he practiced law and became known for his defense of heritage and environmental causes through the filing of popular lawsuits, calling himself “a man of Lisbon”. He took an active part in various associations defending nature and citizens’ rights to the city, such as Olho Vivo, Cidadãos Automobilizados, Tempo de Mudar and Renovar Lisboa, and chaired CIDAMB – Cidadania Amb, Assoc de Defesa do Amb, founded by LPN, Quercus and GEOTA. Councillor of CML from 2005 to 2021, having been, among others, responsible for the Environment, Green Struct. Climate and Energy. During these terms, he implemented the Green Plan devised by Gonçalo Ribeiro Telles and was responsible for defining the energy-environment strategy and adaptation to climate change. His municipal work culminated in Lisbon being awarded the “European Green Capital 2020”. In recognition of his career, he was awarded: The “Fernando Pereira” National Environment Prize 2003/2004, awarded by the Port Conf. of Environmental Defense Associations; The Gonçalo Ribeiro Telles Environment and Landscape Prize 2021, created in 2019 by a joint initiative of the ISA, the Portuguese Engineering Association and the Causa Real, Causa Real and Assoc. Port. dos Arquitetos Paisagistas, to annually distinguish personalities who have distinguished themselves in the areas of the environment and landscape and with life journeys linked to civic service; In October 2021, he was appointed by the Government of Portugal as Coordinator of the Project Group for WYD2023, where, in addition to organizing the event on behalf of the State, for which he was awarded the Knight of the Order of Saint Sylvester, an honorary order of the Vatican State awarded by Pope Francis, he was tasked with the environmental and ecological requalification of the Loures riverside area. Since 2023, he has also been coordinating, by government appointment, the project to restore the North Military Maintenance complex, used as the headquarters for WYD2023.
